This position offers competitive total compensation including a wage of $93,360.76 to $116,700.95, 35 hours per week.

Position S ummary

Reporting to the Director, Human Resources, the Manager, Employee Relations & Organizational Development, will provide leadership, advice and subject matter expertise to management and staff in a variety of human resources functions including but not limited to employee and labour relations, employee engagement, and organizational development. This position works collaboratively with management and staff and will provide interpretation of legislation, collective agreements, and policies as well as assist with departmental projects and initiatives.

Duties & Responsibilities

Labour and Employee Relations
  • Interpret and administer the Town of Midland's four (4) collective agreements.
  • Provide practical, insightful labour advice to the Town's Leadership Team.
  • Facilitate the grievance process, in consultation with the Management team. Assist leaders with grievance investigations and response preparation.
  • Participate in the collective bargaining process including providing advice, interpretation, and research in preparation for contract negotiations; attend collective agreement negotiations in support of the Director, Human Resources; assist with the implementation of the approved collective agreement amendments; monitor the administration of collective agreement. Comment and provide advice to managers on all grievances submitted; coordinate and attend ad hoc labour/management meetings.
  • Track labour relations data including reporting on grievances and trends and develop labour relations KPI's.
  • Leading and/or assisting with initiatives and projects to support continuous improvement and effectiveness. Act as a resource to employees on HR issues.
  • Provide guidance, direction and advice to the Management team and employees regarding employment related issues including, but not limited to, the interpretation of company policies & procedures, performance management, terminations, strategic planning, and training & development.
  • Effective situation/conflict management, working closely with managers to ensure employee relations issues are handled professionally and timely and to minimize risks to the business.
  • Conduct investigations, including for workplace violence and harassment claims and prepare report with recommendations.
  • Provide advice, counsel, support and coach managers and employees as required.
  • Liaise with legal counsel on select employment and labour law issues.
  • Work with the Finance department on cost recovery for union business for all unions.
Human Resources
  • Provide leadership to all staff and acts as a guide on human resources related matters to support an inclusive, successful, and collaborative organizational culture while supporting a learning environment.
  • Administer the performance management program for all departments.
  • Keep abreast of current professional information and developments (i.e., case law, best human resources practices, etc.).
  • Provide advice/guidance/interpretation on employment policies, practices and legislation as required/requested.
  • Respond to enquiries from and/or liaise with staff on corporate human resource programs, policies and practices, employment opportunities, contract/legislative requirements, and other personnel matters as required.
  • Provide input on corporate planning and strategic initiatives; participate on project teams, as assigned; and champion the corporate mission and values departmentally, among departmental colleagues and corporately.
  • Build strong positive working relationships with staff at all levels.
  • Respond to inquiries from and/or liaises with, internal divisions/departments and other governments/agencies.
Employee Engagement
  • Provide service excellence for our clients by instituting processes and best practices to optimize employee experience across the Town.
  • Support the development of strong communication and feedback channels with all staff and through a variety of mechanisms to support employee engagement.
  • Lead Equity, Diversity and Inclusion initiatives within the Town. Recommend and assists in the implementation of policies, procedures, goals and objectives through an EDI lens.
Organizational Development
  • Coordinate, recommend, and implement corporate training and development policies and program(s).
  • Assist with the development, implementation, and monitoring of the succession planning programs and processes.
  • Develop a corporate skills inventory program and competency framework to eliminate existing skills gaps and identify internal talent to participate in cross-functional corporate initiatives.
  • Develop and/or assist with the development and updating of human resources related policies/procedures and programs.
  • Undertake projects supporting the Corporate Mission, Vision and Values and/or improve the effectiveness of HR. Support the roll-out of various corporate initiatives as required.
  • Work with people leaders to enhance employee performance and find meaningful opportunities through training, mentoring, and skills development.

  • Abide by the policies and procedures of the Town.

Qualifications and Requirements

  • Post-secondary education (diploma/degree) in Human Resources Management, Industrial Relations, or equivalent.
  • Certified Human Resources Professional (CHRP) Designation preferred or willingness to earn within a reasonable time frame.
  • Minimum of five (5) years of experience in a multi-unionized environment in a senior HR generalist role or equivalent. Municipal experience is preferred.
  • Class "G" Driver's Licence in good standing and a reliable vehicle for use on corporate business.
  • Thorough working knowledge of applicable legislation; labour relations principles and practices, policy development and administration, organizational development, training and development.
  • Due to the responsibilities of this position, a Criminal Record Check satisfactory to the Town is required.
  • Completion of AMCTO education courses such as the Municipal Administration Program (MAP) or equivalent specialized training/education is an asset.
  • A continuous improvement mindset.

  • Highly analytical with sound judgment, adept at researching, analyzing, and interpreting data.
  • Excellent interpersonal and communication skills, both oral and written.
  • Ability to use tact and diplomacy in dealing with sensitive/confidential or confrontational topics in a political environment.
  • Demonstrated ability to build high levels of credibility within diverse work groups as well as the ability to develop productive partnerships with a range of stakeholders.
  • Ability to balance multiple priorities, often with conflicting timelines.

Effort/Physical Demands

  • Physical demand requires standing, sitting, and walking.
  • Visual attention for detailed computer work, for health and safety compliance and personal safety while on the job.

Working Conditions

  • Work in standard indoor office environment.
  • Normal work week is 35 hours, Monday to Friday with a one-hour unpaid lunch.
  • Ability to work outside of standard office hours for attendance at meetings, including Council, Board/Committee meetings or hearings.
  • Travel may be required.
