This is an advanced level environmental position in the Permitting Program and serves as the subject matter expert for permitting activities related to the Environmental Resource Permitting (ERP). This position serves as a liaison between the districts, divisions, and the regulated community.

Pay: 

$54,075 - $55,157

 

Your Specific Responsibilities: 

  • Assists with the coordination of permitting activities for environmental resource permitting, which may include the distribution of permitting workload to staff. 

  • Reviews and evaluates permit applications for conformance with federal and state rules and regulations. 

  • Produces highly complex permits and requests for additional information, when required, that are consistent with prescribed rules and department guidance and procedures. Performs site inspections, as necessary, in support of reviews and evaluations. 

  • Responsible for the accurate and timely entry of required data and system information into agency databases and Oculus. 

  • Provide technical assistance to the compliance assurance program. 

  • Coordinates with the compliance assurance program to ensure that permits address necessary corrective action, when appropriate. 

  • Mentors staff on application reviews, conducts peer reviews, and/or approves documents on behalf of the administrator. 

  • Maintains effective internal communications with leadership and coworkers in keeping with the department’s standards and expectations for communication effectiveness. 

  • Provides regulatory assistance, such as outreach, permitting determinations and exemptions, to permittee and/or company representatives, other department programs, delegated local programs, and other interested parties.

  • Perform related work as required by supervisor. 

 

Required Knowledge, Skills, and Abilities: 

  • Knowledge of the terminology, principles, and analytical techniques of the environmental or natural sciences. 

  • Knowledge of data collection and analysis principles and procedures. 

  • Ability to collect, evaluate, analyze, and interpret scientific or technical reports and supporting documentation. 

  • Ability to prepare technical reports. 

  • Ability to use a personal computer and Microsoft Office Suite. 

  • Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs. 

  • Ability to determine work priorities and ensure proper completion of work assignments. 

  • Ability to work independently. 

  • Ability to communicate effectively and professionally, both verbally and in writing. 

  • Ability to establish and maintain effective working relationships with co-workers and leadership. 

  • Ability to interact with customers in a tactful and courteous manner. 

  • Ability to cross-train into multiple regulatory programs. 

  • Ability to identify solutions to problems and exhibit positive problem-solving techniques. 

  • Ability to meet established performance standards as identified in the district performance standards document. 

  • Experience with peer review to ensure a quality work product. 

  • Experience with process review and efficiency implementation through use of continuous improvement strategies. 

  • Experience with workload coordination and assignment of tasks within a multi-functional team. 

  • Experience with environmental resource permitting activities. 

 

Required or Preferred Qualifications:

 

  • Bachelor’s degree from an accredited university or college; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.

Other Job-Related Requirements for this position:

  • Valid Driver’s License 

  • Certified Wetland Evaluator within 60-90 days
